21 (1) Subject to any other provision of this Decree, every person (other than a person required by this Decree to be registered on a temporary register) who
- shows to the satisfaction of the Registrar that –
He holds a primary qualification
He is of good character
He is by law entitled to practise medicine or dentistry in the country where he obtained his primary qualification or would if he were a national of that country be so entitled
- Successfully passes such examination
- Satisfies the requirements of this Decree as to experience
- Intends to practise permanently in Ghana
Notwithstanding any provisions of this Decree, a practitioner who renders service only in respect of the staff of a foreign embassy or diplomatic mission shall be exempted from registration under this Decree
